Raul Castro told his fellow Cubans on Saturday that “government handouts discourage Cubans from being more productive” and pointed blame at the “system of subsidies for those who can work, but do not.” With this statement, Castro - head of one of the five remaining communist-led countries - admits that the laws of economics cannot be ignored.
