It may not be a large facter, but it is a factor none the less. for example speed (as in how fast you're going, not amphetamine) is very rarely the main cause for a car accident. however that doesnt stop it being a factor in them. not to mention that the settings were skewed in favor of milder effects (lower doses of marajuana, given more time for the effects to wear off). it is also worth pointing out that the researcher is not in favor of legalising marajuana (except for medicinal purposes).
and another thing, this article is from 1999. now this might just be me but wouldn't using a study older than the thing you're using it as evidence to argue against (i.e. the war on drugs) be pointless, since the informatiuon was available at the start (and if it was known about, would have been taken into consideration). presumably there are more recent studies that show it's safe to drive after smoking marajuana that you could post here.
