Both Libertarian candidate Bob Barr and constitution party candidate Chuck Baldwin have stated they will be at the National Press Club in DC for the major Ron Paul announcement on September 10th at 10:30am. What is going on here?

I think I read in the latest issue of Republic magazine that Ron Paul could not run as an independent due to some contractual agreements with something like eleven states.
